Thermal cloaks don't work - again

Another instance of Russian troops walking around out in the open in broad daylight with thermal cloaks shows that Russian leadership is either not learning their lesson, or they simply don't care about the lives of their troops. Thermal cloaks don't work when the reconnaissance drones are capable of toggling between normal and IR modes. They especially don't work when your troops are maneuvering out in the open during daylight hours with zero top-cover to conceal themselves.
