UAE Arms Puntland but not Somali Government
Military assistance from UAE arrives in Puntland, a semi-autonomous region in northeastern Somalia. The Somali government is currently in crisis, as Al Shabaab militants have the federal army on its heels and are attempting to encircle the captial of Mogadishu. Al Shabaab’s success has been due, in part, to rifts between the federal administration and several regional governments, which have prevented the implementation of a coherent strategy to counter the extremists. UAE’s decision to deliver aid to Puntland and not the federal government is deliberate, part of a strategy to establish a presence and build military infrastructure by partnering with local polities more willing to compromise than central government in Mogadishu. The results are beneficial to the people of Puntland, but detrimenatal to creation of a unified and functional Somali state.
